Burns & McDonnell Facility Security Officer in Arlington, Virginia


The Facility Security Officer (FSO) is responsible for all aspects of Burns & McDonnell Arlington’s industrial security, to ensure they exceed Defense Security services (DSS) requirements as outlined in the National Industrial Security Program Operating Manual (NISPOM). To include the administration and execution of the company's security program, to ensure the security of human beings, valuable materials, client and company proprietary information, and classified government information. Specific areas of responsibility include the following, with other duties as assigned by senior management:

  • Implement, administer, and execute a strong security program, and all security functions in accordance with the National Industrial Security Program Operating Manual (NISPOM), NISPOM supplement, DoD5101.21-M-1, COMSEC Manual 90-1, DCIDs and associated corporate and United States government policies and directives regarding the protection of classified information..

  • Monitor investigations, reinvestigations, and maintain security records using JPAS, e-QIP and/or other systems of record.

  • Conduct security self-inspections, applies risk mitigation, and implements security protocols to support the execution of DSS and NISPOM guidelines.

  • Prepare and maintain the policy and procedure for handling, storing and retaining security records; and grant access to restricted security records, when appropriate.

  • Investigate and report security issues and information with security agencies.

  • Interface with government clients on security related issues,assessments, and needs.

  • Prepare and maintain the company SPP, including AIS plans.

  • Prepare assessments of possible security violations and proactively initiate measures to correct security deficiencies.

  • Provide input and review security related information that is required for proposals.

  • Prepare, issue and maintain DD254s

  • Manage and implement physical security safeguards for the protection of personnel and property.

  • Coordinate with the corporate office on security matters.

  • Sponsor and process candidates for personal security clearances, and brief security awareness issues to cleared employees.

  • Assist in the development and administration of new and changing industrial security regulations to support a comprehensive security training program.

  • Supervise security specialists responsible for personnel clearances, special access request and other personnel clearance actions.

  • Manage pre and post foreign travel briefings.

  • Maintain FCL information and communication through DISS.

  • Train office staff in security drills and security procedures.

  • Maintain liaison with applicable law enforcement and regulatory bodies.

  • Work closely with the Corporate FSO and ISSM in program development, implementation. and execution in accordance with the NISPOM.

  • Maintain document and media inventory control.

  • Respond to alarms and other emergencies both during and outside of normal business hours, nights and weekends.

  • Conduct security in-briefings, out-briefings, annual refreshers, and site specific security protocol training's.


  • Minimum 3 to 5 years of general experience supporting a Government Contractor in an FSO and/or AFSO role is required.

  • Current/Active Top Secret Security Clearance

  • Understanding and knowledge of DoD tools, i.e. JPAS, DISS, eQIP, NISS.

  • Implementation and/or general experience with COMSEC a plus.
