Job Information

Burns & McDonnell Commissioning Manager (Southern CA) in Brea, California


Provide commissioning, retro-commissioning and energy related services for complex buildings and systems in the mission critical, healthcare, laboratory, aviation, manufacturing, higher education, commercial building, water & waste water and onsite energy markets. Responsible for project management, client satisfaction, management of staff and project team members, project execution, business development, and technical expertise. Duties and responsibilities include:

  • Work closely with local leadership and multidiscipline project teams

  • Work closely with the National Director of Commissioning and other key leadership in the successful growth of the Burns & McDonnell commissioning practice.

  • Develop and refine methodologies, tools, and standards in support of an evolving commissioning practice.

  • Serve as a commissioning subject matter expert, project manager and Client Coordinator for clients and projects.

  • Plan, organize and direct commissioning projects; including, the overall safety, cost, schedule and quality of assigned projects.

  • Ensure that the project review process and other quality control guidelines are followed.

  • Provide managerial direction and work assignments to commissioning engineers, commissioning specialists and other project team members.

  • Establish project teams, coordinate activities of teams, ensure the efficient, cost-effective utilization of staff

  • Develop and manage work plans and complete projects on time and within budget.

  • Lead, develop, recruit and retain high performance team of commissioning specialists

  • Provide performance feedback to department managers for project team members as appropriate.

  • Demonstrate creativity, foresight and mature judgment in anticipating and solving problems.

  • Manage project resources and subcontractors.

  • Develop and execute commissioning plans, testing and reporting.

  • Provide inspirational leadership by recruiting, retaining, motivating and developing high caliber, multi-discipline talent.

  • Collaborate with the National Director, other Commissioning Managers, marketing staff and other Global Practices to identify and analyze business development opportunities that are strategically aligned with the Company’s objectives.

  • Identify target clients for Burns & McDonnell and cultivate effective relationships with existing and potential key clients, customers and contractors to develop business.

  • Facilitate pursuit strategy, capture plan development, go/no-go decisions in order to pre-sell projects before RFP release.

  • Facilitate proposal development, based on client feedback and key win themes for project pursuits.

  • Facilitate contract and negotiation process for projects after selection.

  • Stay abreast of relevant industry developments and technology advancements.

  • Write articles and/or make conference presentations for marketing purposes.


Bachelor’s degree or equivalent in Mechanical, Electrical or Architectural Engineering plus 7 years applicable experience or 15 years combined education and applicable experience. Minimum 7 years’ experience in commissioning, retro-commissioning, energy consulting or related experience in a variety of facility systems and subsystems including controls, mechanical, electrical, life safety and building envelope systems is required. Minimum 3 or more years commissioning project management experience required. Previous consulting experience preferred. Certified Engineer-in-Training (EIT) or Licensed Professional Engineer (PE) is preferred.

Position requires:

  • Subject matter expert in commissioning, retro-commissioning and/or energy related projects.

  • Strong facilitation, team building, collaboration, organization and problem solving skills.

  • Proven ability to develop business and establish relationships with clients.

  • Demonstrated ability to develop and manage work plans, schedules and budgets and provide leadership to a diverse project team.

  • Highly effective communicator with clear and concise writing and presentation skills.

  • High level of attention to detail with an ability to self-QC work.

  • Ability to obtain US government security clearance.

  • Proficient computer skills (e.g. Microsoft Office Suite).

  • Strong analytical and problem solving skills.

  • The ability to thoughtfully and positively influence, lead, and manage change.

  • Demonstrated success in project management.

  • Understanding of site safety procedures, including electrical safety

  • Certification in the Commissioning Process, as an Energy Manager, or LEED Accreditation a plus.

  • Specific experience in ASHRAE level energy audits and developing energy savings calculations from retro-fits and energy measures from retro-commissioning a plus.

  • Specific experience with combined heat and power/cogeneration a plus.

  • Subject matter expertise in combined heat and power/cogeneration, central utility plants, data centers, healthcare facilities, laboratories, water/wastewater facilities, controls, building envelope, TAB, NETA electrical testing, renewable energy and other specialties a plus.

This is a full time position that typically requires a minimum of 20% travel.
