Burns & McDonnell Infrastructure Permitting/Civil Project Manager – Environmental Services (Chicago) in Downers Grove, Illinois

Are you ready to “Create Amazing” for our clients? Burns & McDonnell is seeking an experienced civil engineer to grow our Permitting Team in our Chicago office. The position requires thorough knowledge of federal, state, and local permitting requirements associated with utility infrastructure projects in the Midwest (IL, WI, MI, MN, IN, OH, KY, PA). The successful candidate will also be proficient in drainage design and stormwater management with exposure to channel and habitat restoration design.

  • Provide superior knowledge of regulations and authorizations necessary to execute engineering and construction of utility infrastructure projects.

  • Manage permitting and some civil design for multiple large-scale projects and programs.

  • Lead code navigation, interpretation, and communication of critical permitting triggers, processes, timelines, and strategies influencing design, schedule, reporting, or staffing.

  • Maintain awareness and communicate changes in regulatory requirements and permitting.

  • Coordinate site development, zoning, building permits, public utility tap-in, roadway closures or detours, encroachments, crossings, railroad easements, water discharges. Obtain permits from MWRDGC, CDWM, CDOT, OUC, IDOT, ISTHA, Railroads, and local counties/municipalities.

  • Coordinate studies or permitting of wetlands, flood protection areas, RTE species, cultural resources, other environmental areas, as regulated by USACE, NPDES, USFWS, IEPA, etc.

  • Lead civil design reflecting fundamental concepts and techniques of H&H in analysis, design, and operation of water resource systems, urban planning, and storm drainage practices.

  • Design or review grading plans, calculations of flow, release rates, tributary areas, sewer capacities, volume, runoff, detention, BMPs to encourage infiltration, SESC BMPs to manage construction stormwater and PCSM, and other site civil design elements.

  • Lead meetings with clients, agencies, engineers, and construction staff to provide key permitting and civil design details for planning and field execution.

  • Conduct compliance inspections during construction and post-construction, including completion of checklists, coordination with subcontractors, and reporting.

  • Other duties, as assigned.

Project Management Responsibilities

  • Development of and accountability for scope, schedule, and budget; understand and develop contracting documents; own scope elements; drive quality, consistency, and efficiency; create and advance action on projects; delegate tasks; lead effective verbal and written communication; regularly interface with clients, regulators, subcontractors, recruits; mentor junior staff.

  • Understand and manage risk that may impact project delivery associated with design-only versus EPC projects, and roles such as program manager, owner’s engineer, or EPC contractor.

  • Self-execute and oversee the execution of work, submittals, and approvals, effectively applying internal resources and managing external consultants.

Qualifications

  • BS or MS in civil engineering or related engineering degree from an accredited program.

  • PE is required. CFM, CPESC, a plus.

  • Minimum 7 years relevant work experience in executing and managing permitting and civil stormwater design for multiple large projects or programs in the Midwest.

  • Willing to travel up to 25%; willing to report to office 3 days per week.

  • Client-focused, technical, creative thinker, with superb analytical and problem-solving skills.

  • Knowledge of design and construction of utility infrastructure, including substations, measurement and regulating stations, valve nests, overhead and underground transmission, distribution, fiber, interconnects, ROW corridors, generation facilities, etc.

  • Must embrace safety as a primary objective of all elements of work.

  • Excellent interpersonal and communication skills including phone, conference, and video calls, text/messaging, and appropriately detailed emails with clients, regulators, engineers, and construction staff.

  • Proficient in basic civil design H&H concepts related to stormwater storage, management, and conveyance system design.

  • Familiar with engineering plans including GAs, detail sheets, specifications, IFR, IFC, etc.

  • Firm understanding of erosion control techniques and products.
