Burns & McDonnell Assistant Land Use Planner - Environmental Services (Richmond, VA) in Richmond, Virginia

Description

The Assistant Land Use Planner will assist in preparing technical design plans for land use, evaluate population numbers and environmental and economic factors, as well as zoning and land use. This position will be responsible for assisting in obtaining permitting applications and analyzing environmental and land use data for various types of projects, including electric and gas utility projects, renewables projects, and industrial facilities.

  • Assist in reviewing site design plans, development plans, preliminary plats, landscaping plans and related portions of applications for submittal to local and state agencies.

  • Assists on-site reviews and documents compliance.

  • Assists with written and oral reports to project managers and project team.

  • Assists with investigating zoning concerns, prepares related reports and provides information and analyses to the project managers and project team.

  • Assists in the creation, implementation and administration of necessary permit procedures, including measures to protect vegetation and erosion control and describes and explains processes and procedures to the project team.

  • Assists with floodplain administration, prepares drainage report reviews and documents flood events on digital photos.

  • Assists with investigations and analysis of public and private development plans for compliance with federal and state policies.

  • Assists with monitoring efforts of transportation and other public infrastructure needs in coordination with planning activities.

  • Assists with presenting current affairs and trends in land use planning and development to the project management team.

  • Responds to questions relating to land use codes by the client and project team.

  • All other duties as assigned.

Qualifications

  • Bachelor’s Degree in Urban and Regional Planning or a directly related field is required.

  • 2 years of relevant professional experience is preferred.

  • Basic knowledge of City-County planning and zoning-related ordinances, rules and regulations.

  • Basic knowledge of state laws and regulations pertaining to planning, subdivisions, historic preservation, and zoning operations.

  • Basic knowledge of economic development principles as related to impacts on land use development.

  • Ability to use GIS, mapping, surveys and related spatial analysis tools and software.

  • Familiar with architectural and construction terms, materials and general practices; ability to read and review construction plans, working drawings and sketches.

  • Ability to use logical thought processes to develop solutions according to written specifications and oral instructions.

  • Ability to perform a wide variety of difficult technical tasks with accuracy and speed under the pressure of time-sensitive deadlines.

  • Ability to quickly learn and put to use new skills and knowledge brought about by rapidly changing information and technology.

  • Basic knowledge in word processing, spreadsheet, power point and database applications appropriate to assigned duties

  • Valid driver's license required. In addition, must meet standards to qualify for and maintain the Company's vehicle driving privileges as outlined in the Company's Motor Vehicle Safety Policy.
