Burns & McDonnell Commissioning Section Manager in Saint Louis, Missouri
This position is responsible for the managerial direction and leadership of the Commissioning team in the Aviation & Federal (A&F) Global Practice in the St. Louis, Missouri's regional office. This position will build a team, grow a department in a dynamic and profitable manner based upon Burns & McDonnell's core values of client satisfaction, commitment, dedication, integrity, safety and overall outstanding service. Specific areas of responsibility include the following, with other duties assigned by senior management:
Advocate safety in the group.
Provide leadership to the commissioning team.
Demonstrate creativity, foresight and mature judgment in anticipating and solving problems.
Coordinate shared client work with other A&F offices.
Monitor progress on projects and provide input into areas of concern and direction or redirection to enhance achievement of project schedules, productivity goals, budgets, and quality.
Set quality review assignments and perform quality reviews for Commissioning related projects.
Support development of an office/group business plan; assist with and lead proposal efforts.
Serve as relationship manager for key clients and/or new clients where new business is being developed.
Serve as project manager and lead commissioning engineer for commissioning projects.
Assist commissioning group staff with project setup in MIS, coordinating with the client / team, handling billing / invoicing, change orders, project closeout, etc.
Act as lead business developer for commissioning projects within the Regional Office.
Coach and mentor sales pursuits and proposal development to obtain work for the commissioning group. Facilitate pursuit strategy, capture plan development, go/no-go decisions to pre-sell projects before RFP release. Lead or facilitate proposal development for the commissioning group, based on client feedback and key win themes for project pursuits.
Act as a coordinator / liaison with other SLO groups on activities related to technical development, as well as provide guidance regarding project approach, contacts and consultant experts, and availability of personnel for quality reviews.
Assist with recruitment, development and retention of staff; mentor staff for division growth; train staff through internal and external resources.
Identify project opportunities early and facilitate go/no-go decisions in cooperation with SLO leadership and A&F practice leadership.
Ensure corporate and A&F quality initiatives are implemented which includes coordinating with Department Managers to assign quality control reviewers.
Recommend changes in basic structure and organization of the group to ensure the effective fulfillment of objectives assigned to it.
Determine departmental objectives and requirements, organize projects and develop standards and guidelines.
Advance and develop commissioning group tools and work flows to increase efficiency and project execution.
Support diversity initiatives.
Provide work assignments and review performance to ensure the efficient, cost-effective utilization of staff.
Market global practice, commissioning group capabilities with higher focus on technical development functions and efficiency improvements to serve our clients, increase staff skills, and maintain billable goals.
Coordinate training needs and requirements with the Regional Office Global Practice Manager.
All other duties as assigned.
Bachelor's degree from an accredited engineering program.
Minimum 10 years related professional experience.
Proficient computer skills (e.g. Microsoft Office Suite).
High level of attention to detail. Ability to quality-review work.
Must be capable of devising new approaches to problems encountered.
This position requires an individual capable of applying intensive and diversified knowledge of principles and practices to broad areas of assignments.
Technical ability in engineering discipline associated with building and facility commissioning, familiarity with project team structure and approach, and experience with various methods of project delivery for clients in a fast-track, large scale program environment.
Subject matter expert in commissioning, retro-commissioning and/or energy related projects.
Full understanding of the industry, and the new innovations and technology that will allow the company to always be on the cutting edge of the other firms in the industry.

Highly effective communicator with clear and concise writing and presentation skills.
Strong analytical and problem-solving skills.

Must possess strong project management skills and a strategic perspective.
Licensed Professional Engineer (PE) is required.
Completion of OSHA 10-hour Safety Training Course is required. Ability to obtain OSHA 30-hour Safety Training Course is required.
Ability to travel 50 % of the time.
Must have the ability to obtain and maintain access authorization to facilities and data of existing and potential clients, including, but not limited to DOE, aerospace, military, food and consumer product manufacturers, pharmaceutical, laboratories, and others necessary to sell and complete work.
