Burns & McDonnell's rapidly growing Water Practice is in search of a Program Managers to market and manage major combined sewer overflow (CSO) and sanitary sewer overflow (SSO) projects for major metropolitan sewer districts across the United States.   • This position requires self-driven individuals responsible for program management of large CSO and SSO projects.

  • Candidates will also be responsible for the establishment and negotiation of scope, schedule, and fees with clients and sub-consultants, program planning, budgeting, the establishment of critical program objectives, negotiating compliance schedules and terms with regulatory agencies, as well as other duties as assigned.

  • Provide managerial and technical direction to professional and support staff during CSO/SSO project execution, including project controls, data management, capital project delivery, public outreach, regulatory compliance, and construction management.

  • Develop and present CSO/SSO program issues to regulatory agencies as well as the general public.

Qualifications

  • Bachelor's degree in engineering required. Minimum twelve (12) years related professional experience. This position requires an individual capable of applying intensive and diversified knowledge of principles and practices to broad areas of assignments. Candidates must possess strong project management skills and a strategic perspective. Other qualifications include:

  • Registration as a Professional Engineer.

  • Minimum five (5) years of experience in direct management of professionals.

  • At least five (5) years of program management experience preferred; however, the completion of advanced degrees may be substituted for work experience.

  • An understanding of the National CSO policy and experience in working on large water/wastewater programs preferred.

  • Capital planning and project delivery experience, including design and construction preferred.

  • Familiarity with federal and state regulatory programs related to CSO and SSO control and familiarity with current wet-weather overflow control technologies for CSO and SSO control is a plus.

  • Demonstrated technical leadership.

  • Proven leadership in developing and implementing visions that have brought positive impact.

  • Ability to influence, lead and manage change thoughtfully and positively.

  • Demonstrated excellent oral and written communication skills; strong interpersonal skills; and the ability to clearly and effectively present complex information to all levels of employees, management, and clients.

  • Strong analytical and problem-solving skills.

  • Ability to handle difficult situations with tact, poise, and discernment; capable of devising new approaches to problems encountered.

  • Experience and familiarity with corporate human resources policies.

  • Proven collaboration, facilitation, and organization problem solving skills in previous roles.

  • Demonstrated planning and analytical skills.

  • Knowledge and demonstrated experience in implementing organizational management methodologies and tools.
