Burns & McDonnell Senior NEPA Scientist - Environmental Studies (Multiple Locations) in Sioux Falls, South Dakota

Burns & McDonnell’s regional operation in Minneapolis is actively seeking a Senior Scientist to support execution of NEPA projects and programs for our environmental division. The technical areas encompassed by this position include environmental surveys, NEPA analysis, permitting, siting, and routing, and other various permitting services across utilities, oil and gas, renewable energy and other sectors. The candidate should have an established and successful history managing and leading tasks for both small and large-scale projects including but not limited to assisting with developing proposals and cost estimates, leading and executing project tasks, managing task budgets and forecasts, delivering client satisfaction, and mentoring staff.

The Senior Scientist will work within our Environmental Services (ENS) Global Practice to perform the following duties:

  • Prepare studies, evaluations, NEPA and state documentation for all types and sizes of environmental projects.

  • Lead/manage habitat assessments, species-specific presence/absence surveys, avian and bat studies, other state and federal protected species-specific studies.

  • Lead land use, DOT, and other entitlement permitting efforts.

  • Task management and mentoring of junior staff.

  • Experience managing and navigating the PUC process in MN and the region is desired.

  • Develop, cultivate, and strengthen relationships with clients.

  • Prepare and present proposals including scope of work, estimated cost and schedule.

  • Develop cost proposals and qualification statements to achieve stated targets and standards for financial performance.

  • Provide leadership, guidance and instruction to less-experienced staff.

  • Build effective relationships with existing clients, customers and contractors and develop new business opportunities.

  • Prepare and present client and professional meeting presentations.

  • Manage sales and marketing efforts and identify key pursuits.

  • Responsible for QA/QC process adherence.

  • Ensure compliance with company and site safety policies.

  • Other duties as assigned.

Qualifications

  • Bachelor’s degree in environmental science, ecology or wildlife biology or related degree from accredited program plus 8 years of applicable consulting experience in a wide variety of areas ranging from leading and managing technical teams, project management and business development. A master’s degree in a related field can be substituted for one year of experience.

  • 10 years of related consulting experience is preferred.

  • Specific experience in electricity transmission, oil & gas, renewable energy, transportation and other similar markets is preferred. Experience with the resources and regulatory agencies in the central U.S is preferred. Local and regional knowledge and relationships with existing clients is preferred.

  • Experience supporting client and business development experience is preferred.

  • Nationwide experience is a plus.

  • Excellent written, verbal, and interpersonal communication skills are required to develop and maintain relationships.

  • Strong analytical and problem-solving skills.

  • Working understanding of GIS

  • Excellent writing skills.

  • Proficient computer skills including Microsoft Office suite.

  • Strong experience working with both private and public-sector clients.
